I'm not sure if it really brings low cost. If I am to hire programmers to develop RIAs and the SilverLight folks are able to finish the project 1 month quicker than HTML/AJAX guys (and very likely to produce better UX), the saving on that month of salary easily offsets the dev_tool/deployment expense asscociated w/ SilverLight. And, unlike nowadays AJAX apps w/ Javascript at the client side and sth else at the server, SilverLight solution must be using .Net from end to end, which makes it easy to maintain the code and thus further reduces the overall cost.
